The following expressions shall have the following meanings:
“The Landlord” shall mean the owner/owners of the property and shall relate to the owner/owners of the property regardless of gender.
“Tenants” shall mean the person paying the rent for use of the property.
“The Occupant” shall mean the person using the property to which the tenancy agreement relates.
“Tenancy” shall mean the duration of which the tenant remains in the property and shall include any renewal or extension of a period whether by means of agreement, memorandum or otherwise.
“Fees” shall mean the amount payable to the agent by the landlord.
“Re-Let” shall mean the continued occupation of the property by tenants found by Royal Estates.
The landlord is the person that has to conform to the following safety regulations by law.
The regulations state that a landlord must have all gas appliances checked annually by a CORGI registered engineer. All engineers must also comply with the ACOP (Approved Code of Practice) in order to service gas appliances. The engineer should be able to prove to you that he is qualified to carry out the inspection prior to him actually carrying it out.
This safety check must also be carried out annually
A certificate headed “Landlords Gas Safety Report” should be provided for you, the agent and the tenant. The law states that the tenant must receive a copy of the report prior to moving into the property.
These regulations came into force on 9th January 1995 and are applicable to all electrical equipment with voltages between 50 and 1000 if alternating current or between voltages of 75 and 1500 if direct current.
A landlord must ensure that all electrical equipment in his property is safe. Not only must it comply with the above regulations, but also with the Consumer Protection Act 1987. A landlord must ensure the safety of the property and its inhabitants whether human or animal.

The Energy Performance Certificate (EPC) is broadly similar to the certificates found on many domestic appliances. A Certificate for a building gives the building an asset rating based on its energy efficiency, but doesn't take into account how the home is used by the occupiers. The Certificate will give the building a rating from A to G. An A rating shows it's very efficient, meaning lower fuel bills, while G is inefficient, meaning higher fuel bills. The Certificate will also show the building's environmental impact by indicating its carbon-dioxide emissions. On the certificate there will also be recommendations for cost-effective actions to improve the building's rating. The potential rating is based on all the recommendations being implemented. (See Home Information Pack below.)
From 1st October 2008 it will be mandatory for landlords to make Energy Performance Certificates (EPCs) available to NEW tenants as part of the lettings process. Each EPC will last for 10 years.
Since 14 December 2007 every home put on the market, no matter what size, must have a Home Information Pack (HIP). It brings together valuable information at the start of the process - such as a sale statement, local searches and evidence of title - which could save you money, time and stress. The Pack also includes an Energy Performance Certificate that contains advice on how to cut CO2 emissions and fuel bills.
HIPs provide key information needed by buyers and sellers at the very start of the home-buying process, making transactions more efficient and less likely to fall through between offer and exchange. HIP documents give consumers a clear, up front picture of what they are buying and selling. The following documents must be included in your HIP:
The above regulation came into force on March 1st, 1995 and states that any person wishing to rent out a property should ensure all upholstered furniture complies the safety regulations. As of 1st January 1997 the regulations apply to those landlords that let out their property prior to March 1st 1995. If furniture was manufactured prior to 1950 they fall outside these regulations.
The regulations are intended to ensure that all furniture in a property is safe for 30 minutes should there be a fire. Principally it ensures that foam is fire retardant, thus not giving off horrendous poisonous fumes that it used to.
All upholstered furniture must carry a permanent label stating that it passes the ignitability test.
Beds and mattresses do not require these labels as they can comply with Standard BS7177. This standard will be shown on a label attached to the mattress.
